As Virginia's Secretary of Technology, Jim Duffey is a key advisor to Governor McDonnell on technology policy and oversees CIT and the Virginia Information Technologies Agency (VITA). In his remarks, he expressed his desire to work with the Northern Virginia technology community on implementing the Governor’s top priority of creating jobs throughout the Commonwealth. He encouraged NVTC members to come to him with ideas to support him and Governor McDonnell in achieving their economic development goals. Secretary Duffey also described his intention of making Virginia a top destination for startups and entrepreneurs through tax incentives and pro-business regulations in order to build on Virginia's reputation as the best state for business.

As Virginia's CIO, Sam Nixon runs VITA, Virginia's consolidated IT organization, which is responsible for the Commonwealth's information security programs, IT infrastructure, technology governance and technology procurement. Speaking to the NVTC audience, he thanked Secretary Duffey for his leadership and explained the important role VITA plays in the operation of and services provided by Virginia's government. Nixon also noted the differences between his previous role as a nine-term member of the House of Delegates and his new role in the McDonnell Administration, where he is responsible for implementing many of the initiatives he helped pass as a legislator.
